Shanghai Clean Air Action Plan (2023-2025)

1. Action Objectives

By 2025, the emission reduction of major air pollutants will meet the national requirements, the heavy pollution weather will be completely eliminated, the proportion of days with good air quality will reach more than 90%, the average annual concentration of PM2.5 will be stably controlled below 30 μ g/m3, and the growth trend of ozone concentration will be effectively controlled.

2. key tasks

(I) implements energy green and low-carbon transformation

1. Vigorously develop non-fossil energy

We will vigorously develop renewable energy and improve the utilization of biomass energy such as crop straw and garden waste. By 2025, non-fossil energy will account for 20% of the total energy consumption, and photovoltaic, wind power and biomass energy will reach 407, 262 and 840000 kilowatts respectively. Increase the introduction of clean electricity from non-fossil energy sources outside the city.

2. Optimizing and adjusting the fossil energy structure

Strictly control coal consumption, continue to implement the total coal consumption control of key enterprises, and strive to reduce the proportion of coal consumption in primary energy consumption to less than 30%. Enhance the ability to guarantee natural gas supply and guide natural gas consumption in an orderly manner. By 2025, the natural gas supply capacity will reach about 13.7 billion cubic meters.

3. Strengthen the dual control of the total energy consumption intensity.

We will continue to implement dual control of energy consumption intensity and total amount, continue to deepen energy conservation in key areas, and improve the energy efficiency of information infrastructure such as data centers and new communications. By 2025, the energy consumption per unit of added value of industries above designated size will decrease by 14% compared with 2020. Key industries such as steel, cement, oil refining, ethylene, and synthetic ammonia will reach the benchmark level of production capacity by more than 30%, and the proportion of data centers reaching the benchmark level will be About 60%.

4. Speed up the upgrading of thermal power units

We will accelerate the construction of Waigaoqiao No.1 Factory, Shidongkou No.1 Factory and Caojing Comprehensive Energy Center Phase II. Promote Wujing Phase 8 Unit 2 and Baosteel Self-owned Power Plant Unit 3 to implement high-temperature subcritical comprehensive upgrade technology transformation. Combined with the industrial transformation of Gaoqiao area to promote the adjustment of Gaoqiao Petrochemical's self-owned power plant, Baosteel and Shanghai Petrochemical's self-owned power plant in principle in accordance with the original scale of no more than 2/3 to retain coal machines, and the implementation of three-change linkage or equal capacity replacement, Changxing Island coal-fired power plant to implement gas and electricity replacement. We will continue to implement "clean power generation and green dispatch" and continue to carry out environmental protection sorting for coal-fired power generation units.

5. Encourage clean transformation of oil-fired boiler kilns

Encourage qualified oil-fired boilers and kilns to implement clean transformation. New and expanded boilers should give priority to the use of electricity, natural gas or other clean energy.

(II) Accelerate the Optimization and Upgrading of Industrial Structure

1. Strict access to new projects

Strictly implement the "three lines and one order" ecological environment zoning management and control requirements, and strictly implement the national standard limits for volatile organic compounds (VOCs) in coatings, inks, adhesives, and cleaning agents for new construction, reconstruction, and expansion projects.

Strictly implement the total amount control system of major pollutants in construction projects, and implement double reduction and replacement of major air pollutant emissions in administrative regions where ambient air quality does not meet standards.

2. Accelerate the transformation and upgrading of existing production capacity

Dynamically update the industrial structure adjustment guidance catalog, and increase the elimination and restriction of industrial industries and production processes with high energy consumption intensity and large air pollutant emissions.

Accelerate the green and low-carbon transformation of industries in the North-South transition region. The northern region will improve the energy efficiency of iron and steel smelting, increase the consumption of clean energy, and improve the level of scrap recycling. By 2025, the scrap ratio will increase to more than 15%; the southern region will promote industrial upgrading around Hangzhou Bay, and accelerate the environmental improvement and transformation and upgrading of Carbon Valley Green Bay and Hangzhou Bay Development Zone. Accelerate planning to retain the layout adjustment of chemical enterprises outside the industrial zone. The petrochemical and chemical industry will increase the proportion of low-carbon raw materials and promote the extension of oil refining to fine chemicals and new chemical materials. By the end of 2023, the third round of comprehensive environmental improvement in Jinshan area will be completed.

Continue to promote the overall transformation of key regions such as Wujing and Gaoqiao Petrochemical.

3. Promote clean production and green manufacturing

Promote the full coverage of clean production in the chemical, pharmaceutical, integrated circuit and other industries. By 2025, 1000 enterprises will be promoted to carry out cleaner production audit. Explore new models for cleaner production audits in parks and industries.

Improve the construction of green manufacturing and green supply chain system, establish and improve the green manufacturing standard technical specification system and third-party evaluation mechanism. Build a benchmark for green factories, green supply chains and green design demonstration enterprises in key areas. We will promote the full coverage of green factories for new enterprises in the Yangtze River Delta Ecological Green Integration Demonstration Zone, and the green creation of key energy-using enterprises in the city accounts for more than 25%.

Promote the green and low-carbon upgrading of industrial parks and the pilot construction of zero-carbon parks, and promote the co-construction and sharing of facilities, the use of energy cascades, and the recycling of resources. By 2025, all parks above the municipal level that have the conditions for transformation will be recycled.

4. Deepen the comprehensive management and control of VOCs in industrial enterprises

Based on the principle of "green leadership and performance priority", we will improve the hierarchical management system of enterprise performance. Vigorously promote the low VOCs content of raw materials and product source substitution, and actively promote the processing of VOCs-related materials, the use of advanced technology and reduction technology. Explore a multi-departmental joint law enforcement mechanism to strengthen the supervision and inspection of the implementation of VOCs content limits in the production, sales, and use of related products. Strengthen the regulation of unorganized emission of VOCs, strengthen the control of exhaust emissions under abnormal working conditions, and promote the fine management of simple VOCs treatment facilities.

5. Improve the efficiency of the campus monitoring network

Establish a monitoring and rapid and accurate traceability system for characteristic pollutants in the park. Improve the city's industrial park characteristic pollution monitoring and evaluation factor library and index system, improve the ability to quickly respond to odor pollution. Promote the construction of environmental monitoring networks in industrial parks such as Lingang New City, and improve relevant monitoring standards and technical specifications.

(III) to enhance the level of traffic green clean

1. Promote the green development of the transport system

Vigorously promote the transport of goods "revolution to iron" "revolution to water". We will speed up the construction of special freight railway lines, deepen the structural adjustment of port collection and distribution and the optimization of site layout, and actively promote the development of multimodal transport. By 2025, the railway freight volume will increase by more than 10% compared with 2020, the proportion of container water-water transfer will not be less than 52%, and the container sea-rail intermodal transport volume will reach 900000 TEUs and above.

Build a green and low-carbon urban transportation system. By 2025, the proportion of public transportation trips in the central city will reach more than 45%, and the proportion of green trips in the central city will reach more than 75%. Establish and improve the urban green logistics system and strengthen the construction of express public terminal facilities.

2. Improve the cleaning level of motor vehicles

Strengthen the supervision of environmental protection standards for the production, import and sale of motor vehicles in this city, and improve the system of motor vehicle emission inspection and compulsory maintenance. Strengthen the regulation of in-use vehicle emissions. Establish and improve the multi-sectoral joint law enforcement and normalized road inspection work mechanism.

From July 1, 2023, the national six B emission standard for heavy diesel vehicles will be implemented. By the end of 2025, the operating diesel trucks with national three emission standards will be completely eliminated. Study the policy on the early scrapping of diesel trucks under the National IV emission standard.

Deepen the management and supervision of oil and gas recovery in the storage and transportation links of gas stations, oil depots, oil terminals and oil tankers.

Accelerate the electrification of vehicles in the public sector, encourage the electrification of private passenger cars, and continue to promote the demonstration pilot and promotion of pure electric and hydrogen fuel cell heavy freight vehicles. By 2025, the total application of fuel cell vehicles will strive to exceed 10000 vehicles, and pure electric vehicles will account for more than 50% of the newly purchased vehicles.

3. Strengthen the comprehensive management of non-road machinery

Encourage the elimination of in-plant vehicles and non-road mobile machinery with emission standards of National IV and below, and encourage qualified non-road mobile machinery with emission standards of National III and below to refit National IV emission standard engines. From January 1, 2025, new energy machinery will be basically used for new or updated forklifts with a load of less than 3 tons in railway freight yards, logistics parks, thermal power, steel and other key enterprises.

The non-road mobile machinery produced, imported and sold in this city shall be inspected for environmental protection compliance, and the whole family of products produced in this city shall be basically covered. Strengthen the inspection and sampling of fixed use machinery in key enterprises, with a proportion of not less than 20%.

4. Promote the green development of port aviation

According to the unified arrangement of the Ministry of Transport, a stricter ship emission control area will be implemented. Study on the establishment of green shipping demonstration zones on the main sections of the Huangpu River and Suzhou River. Accelerate the elimination of old ships, strengthen the ship smoke and fuel quality law enforcement inspection. Promote the pilot application of inland river hybrid ships and pure electric ships. Accelerate the replacement of non-road mobile sources in the port area, and from January 1, 2025, realize the use of clean energy or new energy for new and updated operation machinery in the port. We will promote the standardization of shore power at inner ports and the full coverage of shore power at specialized berths at outer ports. From January 1, 2025, we will realize the normal application of shore power facilities at container terminals and cruise terminals, and strive to achieve a 100 per cent utilization rate of shore power for ships at ports.

From January 1, 2025, new or updated machinery and vehicles at the airport will be fully used in principle, and the ground auxiliary power supply facilities of airport berths with power connection conditions will be fully covered, with a utilization rate of 100 per cent. Strengthen the management and supervision of oil and gas recovery in the storage, transportation and marketing process of aviation fuel.

5. Strengthen clean transportation of key enterprises

The proportion of new energy and clean transportation of bulk goods in thermal power, steel, petrochemical and other industries has reached about 80%.

6. Promote smart regulation of traffic emissions

Gradually improve the mobile source intelligent supervision platform, strengthen the motor vehicle, non-road mobile machinery, ships, oil storage and transportation industry and other intelligent perception monitoring capacity building.

(IV) promotes green development in the field of construction

1. Deepen the all-round management of dust sources

Civilized construction standards and demolition operation specifications shall be strictly implemented, and pre-wetting, spraying and dust suppression measures and construction site closure operation management shall be strengthened. Municipal projects in central urban areas and key areas are promoted using the cover method and assembly construction. Strictly restrict the control of the bid section of the linear project to ensure that the civilized construction measures are in place. Strengthen the prevention and control of dust pollution on bare land such as reserved land, demolished land and land to be built.

Investigate and file dust-prone points such as dry bulk terminals and concrete mixing stations, take dust-proof measures and strengthen supervision and inspection.

Strengthen the operation standard of muck transportation, improve the degree of standard loading and unloading, vehicle washing and airtight transportation of muck transportation enterprises, incorporate the implementation of "two no digging, two no entering and two no leaving" into the civilized construction assessment, and strengthen the joint law enforcement and daily supervision of illegal behaviors of muck vehicles. Actively promote new muck vehicles. Continue to strengthen urban cleaning, by the end of 2025, the city's road mechanization cleaning rate of 100, road washing rate of 95%.

Build a comprehensive dust online monitoring network of "fixed dust online monitoring mobile monitoring", and build a big data analysis and decision support platform for dust pollution. Dynamically control the implementation of various dust measures, and increase penalties for data exceeding standards and installation irregularities.

2. Promote building materials with low VOCs content

In housing construction and municipal engineering, the full promotion of the use of low VOCs content coatings and adhesives. In addition to the special functional requirements of indoor floor construction, outdoor structure protection, road traffic signs basic use of low VOCs content coating. Promote the use of low-emission asphalt to reduce VOCs emissions in the production of asphalt mixtures.

(V) Deepening the Comprehensive Prevention and Control of Agricultural Pollution

1. Promote ammonia emission reduction technology in planting industry

We will carry out the construction of green production bases for agricultural products, with the coverage rate of green production bases reaching 60% and the certification rate of green agricultural products reaching more than 30%. Comprehensive promotion of precision fertilization, through soil testing formula fertilization and organic fertilizer substitution, reduce the use of chemical fertilizers. Promotion of nitrogen fertilizer machinery deep application, new water and fertilizer integration technology. Promote pesticide reduction and harm control, and reduce the amount of fertilizer and pesticide application in farmland by 9% and 10% compared to 2020.

2. Strengthen the control and utilization of straw burning ban

Continue to promote the resource utilization of planting wastes such as grain and oil crop straw and vegetables, and prohibit open burning. By 2025, the comprehensive utilization rate of straw will reach about 98%.

3. Promote the prevention and control of livestock and poultry breeding pollution

Promote the upgrading of equipment for manure treatment facilities in large-scale livestock and poultry farms, promote clean breeding processes, and promote the mechanized application of liquid manure. The utilization of livestock and poultry manure resources to achieve full coverage. Pilot implementation of ammonia emission monitoring for livestock and poultry breeding.

(VI) implementation of deep governance of social non-point sources

1. Increase the fine control of living non-point sources

Strengthen the installation and use of online monitoring facilities for food and beverage fumes, and encourage qualified districts to incorporate them into the relevant district-level management platform. Improve the intensive management of centralized catering enterprises and the third-party governance control mechanism.

Promote the upgrading of green auto repair facilities, equipment and processes, and encourage the construction of centralized sheet spray centers or the use of third-party desorption.

Strengthen the supervision and management of the use of energy efficiency labels in the production and sales of domestic gas water heaters and gas stoves. Guide production enterprises to promote the development and application of new technologies such as condensation and low-nitrogen combustion.

2. Strengthen the prevention and control of other pollutants

Promote the phasing out of hydrochlorofluorocarbon production lines in the fluorine chemical industry, and transform the use of hydrochlorofluorocarbon production lines in other industries. Continue to carry out ozone-depleting substances (ODS) filing and monitoring and inspection.

(VII) deepen regional cooperation, discuss and govern together

1. Promote the innovation of regional cooperation system in the Yangtze River Delta

Promote the establishment of regional atmospheric environment information normalization sharing mechanism. The establishment of Hangzhou Bay petrochemical chemical volatile organic compounds collaborative governance "three unified" working mechanism.

Strengthen the implementation and application of the "three lines and one single" ecological environment zoning control system in the Yangtze River Delta ecological green integration demonstration zone. Encourage the Yangtze River Delta Ecological Green Integration Demonstration Zone to explore the pilot of cross-regional emission trading of key atmospheric pollutants.

2. Strengthening joint regional pollution response

Strengthen the construction of air quality forecasting and forecasting capabilities in the Yangtze River Delta region, and realize the operational operation of 10-15 days of pollution process forecasting and 30-45 days of pollution potential forecasting. Improve the regional joint early warning consultation mechanism for air quality assurance of polluted weather and major events.

We will increase the overall planning of financial funds at all levels, actively strive for the support of central financial funds, and improve the diversified investment and financing mechanism with the participation of the government, enterprises and society. Research on supporting policies such as deepening governance in the industrial sector, pollution control of motor vehicles and non-road mobile machinery.

(IV) strict law enforcement and supervision

Fully implement the classification and classification of fixed pollution sources, deepen the "double random, one open" system, and improve the positive list of environmental law enforcement. Organize and carry out special law enforcement inspections on diesel vehicles and non-road mobile machinery, small and medium-sized boilers, gas stations and oil storage depots, and enterprise-owned oil products, and strengthen the linkage of environmental supervision, monitoring and law enforcement.

Revise the emergency plan for heavy pollution weather and dynamically update the emergency emission reduction list for heavy pollution weather. Study and improve the technical guidelines for enterprise performance rating in key industries. We will study and establish a working mechanism for early warning, comprehensive research and judgment, collaborative control and effect evaluation of air pollution.

(VII) strengthen scientific and technological support

To carry out ozone source analysis, generation mechanism, transmission law and prevention and control countermeasures. To carry out regional PM2.5 and ozone collaborative prevention and control of key technologies, multi-pollutant ultra-low emissions and greenhouse gas collaborative emission reduction key technologies. Carry out research on key technologies for pollution prevention and control of zero-emission diesel trucks and ships.
