4. During the implementation of the policy, in case of major policy adjustments such as electricity prices, the Municipal Development and Reform Commission and the Municipal Finance Bureau shall revise the subsidy standards according to specific conditions.

In order to implement the major strategic decisions and deployments of the Party Central Committee and the State Council on carbon peak and carbon neutrality, accelerate the implementation of renewable energy substitution actions, promote the high-quality development of photovoltaic power generation in this city, and scientifically strengthen policy support, the Municipal Development and Reform Commission and the Municipal Finance Bureau, The Municipal Planning and Natural Resources Commission, the Municipal Housing and Urban-Rural Construction Commission and other departments have studied and formulated supporting policies to promote the high-quality development of photovoltaic power generation:

1. declaration conditions

Photovoltaic power generation projects supported by this policy must meet the following conditions:

The (I) has been put on record within the administrative area of this city and will be connected to the grid for power generation from January 1, 2022 to December 31, 2025.

The component efficiency of (II) photovoltaic power generation projects shall reach the benchmark level in the Notice of the National Development and Reform Commission and other departments on Issuing the Benchmark Level and Benchmark Level of Renewable Energy Efficiency (2022 Edition), in which the efficiency of monocrystalline silicon components shall not be less than 20.5, and the efficiency of polycrystalline silicon and thin film components shall not be less than 17%. If the national level benchmark requirements are raised, the city will make dynamic adjustments. The battery components and inverter manufacturers used in photovoltaic power generation projects shall be included in the list of enterprises that meet the standard conditions of photovoltaic manufacturing industry issued by the Ministry of industry and information technology. the battery components shall provide a warranty of not less than 10 years and a maximum power guarantee of not less than 25 years. The inverter provides a warranty of not less than 8 years.

The photovoltaic power generation project of a (III) legal entity must pass the acceptance test of a third-party organization. The acceptance test report must include the design and construction of the project, the quality of photovoltaic modules and supporting products, the connection of planning and urban features, the project operation and maintenance plan, etc. The third-party organization is responsible for the quality acceptance conclusion of the photovoltaic power generation project. Third-party institutions should be approved by the National Certification and Accreditation Administration (CNCA) and accredited by the China National Accreditation Service for Conformity Assessment (CNAS).

(IV) districts should formulate rural residential distributed photovoltaic power generation construction management measures, clear planning and layout, construction standards, safety management, style control and other work requirements. Rural residential distributed photovoltaic power generation projects must comply with the requirements of the district management measures and be reviewed by the relevant departments of the district. Each district organizes the identification of district-level industrial parks based on functional positioning and industrial policies. For those who have not formulated management measures and have not identified district-level industrial parks, they will not be supported for the time being.

Photovoltaic power generation projects of legal entities above the (V) 500 kW shall be equipped with monitoring systems and connected to the Beijing New Energy and Renewable Energy Monitoring Platform.

2. Support Standards and Methods

(I) municipal financial funds to support the following distributed photovoltaic power generation projects, each project from the time of grid-connected subsidies for 5 years, the subsidy standards are as follows:

1. For distributed photovoltaic power generation projects built by individuals using their own rural legal houses, the subsidy standard is 0.1 yuan per kilowatt-hour (all power generation, including tax).

2. For non-resident photovoltaic power generation projects (such as schools, social welfare places, etc.) that implement residential electricity prices, the subsidy standard is 0.26 yuan per kilowatt-hour (all power generation, including tax).

The (II) gives full play to the guiding role of the municipal government's fixed asset investment in the high-quality development of photovoltaic power generation, and if the following conditions are met, the municipal government's fixed asset investment will provide financial support:

1. In order to support the application of new technologies, new materials and new models, for the application projects of new photovoltaic technologies and new materials that have been clearly supported in the relevant national and municipal planning policies, the building photovoltaic integration project of photovoltaic power generation facilities as building components, and the comprehensive energy service and virtual power plant projects of photovoltaic power generation, the investment in fixed assets of the municipal government is based on the project construction cost, the investment in the construction of photovoltaic power generation system shall not be higher than 30% of the financial support (among which, the support standard for the application of new technologies reaching the international advanced level is 30%, and the support standard for the application of new technologies reaching the domestic advanced level is 25%). For the newly developed photovoltaic new technology and new material application projects, after the municipal development and Reform Commission organizes expert evaluation and confirmation, it will be supported with reference to the above standards.

2. Distributed photovoltaic power generation projects implemented by infrastructure, public institutions, urban renewal, municipal key projects, etc., as well as distributed photovoltaic power generation projects installed in public buildings and industrial buildings in industrial parks (recognized by the national, municipal, and district levels), The municipal government's fixed asset investment will give no more than 20% of the project construction investment. In principle, the project needs to be planned as a whole and implemented in an orderly manner, and the installed capacity is not less than 1 MW, and it is integrated and coordinated with the surrounding environment and main functions of the building. Projects that have the conditions to build an integrated energy system must be connected to the integrated energy system.

3. Combined with the closure of photovoltaic power generation projects for ecological restoration of abandoned mining areas, ecological improvement of landfills, and construction of facility agriculture, the municipal government's fixed asset investment will give no more than 10% of the project construction investment.

(III) projects applying for financial support from this policy shall implement the requirements of the Beijing Carbon Peak implementation Plan, and the photovoltaic coverage rate of the roofs of new public institution buildings, new parks and new factory buildings shall not be less than 50%.

(IV) municipal finance and municipal government investment in fixed assets does not repeat support. Photovoltaic power generation projects that have enjoyed other municipal subsidies shall not apply for subsidies related to this policy. Areas where relevant photovoltaic power generation support policies have been implemented in accordance with existing policies.

The (V) encourages the use of various financial instruments, contract energy management and other models, through social investment in the construction of photovoltaic power generation projects. Encourage districts to develop district-level PV support policies based on their own characteristics.

3. declaration procedure and fund allocation

(I) Municipal Financial Subsidy Declaration and Fund Appropriation Procedures

Distributed photovoltaic power generation projects applying for municipal financial support must be included in the "Beijing Distributed Photovoltaic Power Generation Project Subsidy List". The municipal power company measures the power generation of the project after being included in the subsidy list. The Municipal Finance Bureau and the Municipal Development and Reform Commission are based on the project. The power generation capacity allocates subsidy funds, the specific procedures are as follows:

1. Subsidy list declaration and confirmation.

(1) The Municipal Development and Reform Commission organizes the declaration of subsidy list in two batches each year, and the project list is submitted before January 15 or July 15. Among them, the legal entity project directly applies to the development and reform department of the district to be included in the subsidy list; for the distributed photovoltaic power generation project invested and constructed by individuals using their own residential buildings, the district power company shall apply to the development and reform department of the district where the project is located for inclusion in the subsidy list. For photovoltaic power generation projects with planned capacity increase, if there are separate measurement conditions, the project unit shall apply for inclusion in the subsidy list after filing according to relevant procedures. For capacity-increasing projects that do not have separate measurement conditions, they cannot be included in the subsidy list.

The application materials of the project unit include the project filing documents and the subsidy declaration form (see the annex for details). The project acceptance test report issued by the third-party organization shall also be provided for the project of the legal entity.

(2) The district development and reform department shall, in conjunction with the district power company, conduct a preliminary examination of the distributed photovoltaic power generation projects declared in the district, and submit the subsidy list application materials to the municipal development and reform Commission before January 31 or July 31.

(3) After the Municipal Development and Reform Commission has summarized and reviewed the status of the declared projects, it will publish the review results on the website of the Municipal Development and Reform Commission before February 15 or August 15, respectively. 2. Application and appropriation of subsidy funds.

The municipal financial photovoltaic subsidy funds are allocated two batches each year, the specific procedures are as follows:

(1) The Municipal Electric Power Company is responsible for measuring and reviewing the power generation of distributed photovoltaic power generation projects, and handling the application and allocation of subsidy funds for distributed photovoltaic power generation projects.

(2) Before May 15 and November 15 of each year, the district power company will summarize the power generation of subsidized projects within its jurisdiction and submit them to the district development and reform department and the municipal power company for review. The district development and reform department and the municipal electric power company shall submit the power generation audit results and subsidy fund application reports to the municipal development and reform Commission before may 31 and November 30 each year. The power generation measurement of the project is divided into two periods, namely: October 1 of the previous year to March 31 of the current year, and April 1 to September 30 of the current year.

(3) The Municipal Development and Reform Commission organizes third-party agencies to conduct evaluations and issue evaluation reports before June 20 or December 20 respectively. The Municipal Development and Reform Commission determines the current distributed photovoltaic power generation project subsidy funds based on the evaluation report.

(4) The Municipal Development and Reform Commission shall allocate the subsidy funds to the Municipal Electric Power Company before February 28 and July 31 each year. The Municipal Electric Power Company shall allocate the subsidy funds to relevant legal entities and individuals within 20 working days after receiving the current subsidy funds from the Municipal Development and Reform Commission.

(II) Municipal Government Fixed Assets Investment Subsidy Declaration and Fund Appropriation Procedures

1. Public solicitation.

The application of social investment projects supported by the municipal government's fixed assets investment needs to be publicly solicited and evaluated. The Municipal Development and Reform Commission organizes public solicitation of subsidy projects and evaluation by third-party institutions every year.

2. Fund reporting procedures.

The Municipal Development and Reform Commission organizes the municipal government's fixed asset investment subsidy declaration for photovoltaic power generation projects in two batches each year. The development and reform departments of each district shall report to the Municipal Development and Reform Commission before June 30 and December 31 each year. The project unit shall submit a fund application report to the district development and reform department after the project is filed and started (before completion), and the district development and reform department shall submit a request for financial support to the Municipal Development and Reform Commission after the preliminary review of the project. The Municipal Development and Reform Commission organizes a third-party agency to evaluate the project fund application report, and approves the project fund application report for eligible projects in accordance with the municipal government's fixed asset investment approval procedures.

3. Declaration materials.

The project unit shall submit the project filing documents and fund application report to the development and reform department of the district. The development and reform department of the district where the project is constructed organizes a preliminary review of the project application conditions, and clarifies whether the application conditions are met and whether the application materials are complete. Projects that should be tendered in accordance with the law also need to carry out bidding work on the Beijing Public Resources Trading Service Platform and provide a letter of acceptance.

4. Disbursement of funds.

The municipal government's fixed asset investment subsidy funds are allocated to the project unit in two installments. After starting the project for the first time and obtaining the approval of the project fund application report, 50% of the total subsidy funds shall be allocated before the completion of the project. For the second time, one year after the project was connected to the grid, the project unit submitted to the district development and reform department the acceptance test report issued by the third-party organization and the monthly power generation documents recognized by the district power company. the district development and reform department summarized the preliminary examination and reported it to the municipal development and reform Commission. after the evaluation by the third-party evaluation organization, the municipal development and reform Commission allocated the remaining 50% of the funds according to the evaluation opinions.

4. supervision and management

(I) The Municipal Development and Reform Commission, in accordance with the relevant requirements of the municipal government's investment management, entrusts a third-party agency to review the allocation and use of subsidy funds, and deal with the problems found in the review in accordance with laws and regulations.

The development and reform departments of all districts of the (II) should strengthen their territorial responsibilities, be responsible for the supervision of the operation of photovoltaic power generation projects in the region, regularly evaluate the effect of project operation and maintenance, and urge the project units to rectify the problems found in a timely manner. For photovoltaic power generation projects with abnormal power generation, on-site verification shall be carried out. If it is found that the project has private capacity increase, it shall put forward handling opinions and report to the Municipal Development and Reform Commission. For projects that have not reached the design life due to improper operation and maintenance, construction quality defects and other reasons, and for projects that have been dismantled at will without justifiable reasons, the application qualification for photovoltaic subsidies for new projects of the project unit shall be suspended and resumed after the rectification of the project is completed.

(III) district power companies to do a good job in distributed photovoltaic power generation project grid connection, power generation statistics and preliminary examination, as well as municipal financial subsidy funds allocation and other work. The Municipal Electric Power Company is responsible for reviewing the power generation of photovoltaic power generation projects, supervising and managing the grid-connected services, power metering, and fund allocation of photovoltaic power generation projects, ensuring the safe use of funds, and ensuring that various regulations are in place.
